Treat that as anecdote rather than policy, because it is. There is no published entitlement, agents are not obliged to offer anything, and outcomes clearly vary. That said, the cost of asking is one chat session, and the request is most credible when it is true: you are weighing whether to renew at all. Do it before the charge posts rather than after, because a pending renewal is easier to adjust than a completed one.
Can I use a retail key card to renew Quicken?
Often yes, and this is the most reliable discount route. Retailers sell Quicken as a one year subscription activation code, frequently below the direct renewal price. Quicken's own FAQ confirms activation codes can extend an existing subscription, with two constraints worth knowing before you buy one.

Do not downgrade to Classic Starter to save a few dollars, for the reason in the next section.
What happens if I let my Quicken subscription lapse?
On Deluxe, Premier and Business and Personal, the Quicken Data Access Guarantee means you keep the ability to open, view, edit, manually enter and export your file. What you lose is the online layer: automatic transaction downloads, quote updates, online bill payment and version updates. The program still runs.
Starter behaves differently and this is the trap. A lapsed Starter subscription drops the file to read only with limited manual functionality. You can edit transactions in accounts you already have and edit existing budgets and reminders, but you cannot create new accounts, budgets or reminders. Choosing Starter to save money is the one downgrade that can cost you control of your own history.
This local file is genuinely the strongest thing Quicken has over cloud budgeting apps. A lapsed subscription on a hosted service usually means the data goes behind a paywall. With Quicken it sits on your disk either way.

If you decide not to renew, get your data out first
Export before your term ends, not after. Even with the Data Access Guarantee protecting Deluxe and above, doing the export while everything still works is far easier than troubleshooting it later, and if you are on Starter it is the difference between having your history and not.
Quicken Classic on Windows exports QIF. If your destination is QuickBooks, the two formats do not meet: QuickBooks Online accepts CSV, QBO, QFX and OFX, and never QIF.
